Former Regina Police Officer Sued Over Alleged Abuse of Police Records

July 28, 2026  |  NEWS

A former Regina police sergeant who was criminally convicted for using an internal police database to pursue intimate relationships with women is now facing civil lawsuits from two women, according to a recent CBC News report.

CBC reported that Robert Semenchuck used internal police records to obtain women’s personal information and contact them. In earlier reporting, CBC said Semenchuck pleaded guilty to breach of trust and unauthorized use of a computer after contacting 33 women using information accessed through police databases.

According to CBC, the two women allege Semenchuck used his position, police access, and false identities to pursue relationships with them. The claims have not been proven in court.

Abuse of Authority and Civil Claims

When someone in a position of trust such as a police officer uses their authority to target or exploit others, survivors may have legal options beyond the criminal process.

Civil claims can involve sexual assault, sexual exploitation, breach of trust, invasion of privacy, emotional distress, or institutional responsibility for failing to prevent or respond to abuse of power.
